"Since Friday 11 December, approved visa agencies processing Indian employment visas have been requesting an additional letter from the Indian company as supporting documentation for the visa application.  According to the visa agencies, the letter, described as a “tax liability letter” must certify that total foreign employees of the Indian entity are less than 1% of the total workforce, or less than 20 employees, whichever number is smaller.
The requirement basically constitutes a completely new rule in Indian immigration requirements; imposing a quota restriction on companies doing business in India.   If implemented fully, this rule will have a very significant impact on companies with a large presence in India.  It is not yet clear how the new rule will be implemented, or if the quota refers to employees in Indian payroll only or all foreign national employees."
